Music, Video, Software Downloading and Sharing

The Recording Industry Association of America, Inc. (RIAA), Motion Picture Artists (Time Warner and Universal Studios) and Entertainment Artists of America (ETA) have ramped up their campaign to stop the download and file-sharing of copyrighted materials produced by their members.

Internet Service Providers (ISP) and organizations such as the universities who are pseudo-ISP providers are the targets of requests to stop the copyright infringement under section 512 of the Digital Millennium Copyright Act (DMCA).

Mansfield University does receive requests to shut down users by their IP address for copyright infringement, particularly those individuals who are sharing files with peer-to-peer software such as Kazaa, Morpheus and LimeWire. Not everyone agrees that downloading music, videos, movies or software and file-sharing is copyright infringement. While this may be debatable, Mansfield University will comply with the law.

When we receive a request to shutdown a user for copyright infringement or other internet abuse, we disconnect that port as a result of the notification. This results in the inability to access our computer network or the Internet to which Mansfield is connected until the user has complied with the request to remove the infringing product(s)from their computer system. We notify the requestor that we have removed the abuser from the network (stopped the infringement). When the user contacts Campus Technologies (C.T.) because they do not have internet access, C.T. will work with them through the TechConnect student team to remove the infringing software/files and get them back on line. Repeated infringement will result in disciplinary action as well as removal from the network.
